Ask for a written scope before any price, insist the code lives in a repository you own, and pay in milestones against delivered work. Those three things remove most of the ways this goes wrong.
What to ask on the first call
Who writes the code, and will I speak to them? An agency that answers "our team" is an agency where the person you liked is not the person building it.
What happens when the scope changes? A studio without an answer has one, and you will hear it later at a worse moment.
Can I see something running that you built? Not a portfolio image — a URL.
The pricing structures, and what each one costs you
Fixed price against a written scope puts the risk of underestimating on us, which is where it belongs. Hourly puts it on you and rewards slowness. A monthly retainer is right for ongoing work and wrong for a defined project.
Warning signs
A quote given before anybody wrote down what is being built. A price far under everyone else's. Reluctance to put the code in your repository. And any answer to "can I take this to another developer?" that is not simply yes.
